【摘要】:Themajorobjectiveofthispracticeistoprovideacommonreferencedocumentforbothapplicantsandcertificationauthoritiesontheacceptedpracticesforaccomplishingpackagethermalqualification.Detailsandmethodsforaccomplishingqualificationaredescribedinthisdocumentinmorespecificdetailthanavailableintheregulations.Methodsthathavebeenshownbyexperiencetoleadtosuccessfulqualificationareemphasized.Possibleproblemsandpitfallsthatleadtounsatisfactoryresultsarealsodescribed.Theworkdescribedinthisstandardpracticeshallbedoneunderaqualityassuranceprogramthatisacceptedbytheregulatoryauthoritythatcertifiesthepackageforuse.ForpackagescertifiedintheUnitedStates,ASMENQA-1shallbeusedasthebasisforthequalityassurance(QA)program,whileforinternationalcertification,ISO9000usuallydefinestheappropriateprogram.Notethat10CFR71,SubpartHoutlinesQArequirementsfortransportationpackagesqualifiedintheU.S.Thequalityassuranceprogramshallbeinplaceandfunctioningpriortosubmittalofanyinformationtothecertifyingauthority.Theunitsystem(SImetricorEnglish)usedforthermalqualificationshallbeagreeduponpriortosubmissionofinformationtothecertificationauthority.IfSIunitsaretobestandard,thenuseIEEE/ASTMSI-10.Additionalunitsgiveninparenthesesareforinformationpurposesonly.1.1Thispracticedefinesdetailedmethodsforthermalqualificationof"TypeB"radioactivematerialspackagesunderTitle10,CodeofFederalRegulations,Part71(10CFR71)intheUnitedStatesor,underInternationalAtomicEnergyAgencyRegulationTS-R-1.Undertheseregulations,packagestransportingwhataredesignatedtobeTypeBquantitiesofradioactivematerialshallbedemonstratedtobecapableofwithstandingasequenceofhypotheticalaccidentswithoutsignificantreleaseofcontents.1.2Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.1.3Thisstandardisusedtomeasureanddescribetheresponseofmaterials,products,orassembliestoheatandflameundercontrolledconditions,butdoesnotbyitselfincorporateallfactorsrequiredforfirehazardorfireriskassessmentofthematerials,products,orassembliesunderactualfireconditions.
